Advice for Year 11 and 12 students seeking to travel to Australia

International students in Years 11 and 12 in Australia who are currently overseas may apply for an exemption to COVID-19 travel restrictions, provided that public health requirements can be met. This is an extension to the previous exemption which only applied to Chinese nationals.

International Travellers : Are you eligible for Individual exemptions?

The Commissioner of the Australian Border Force and decision makers may grant you an individual exemption if you are:

  • a foreign national travelling at the invitation of the Australian Government or a state or territory government authority for the purpose of assisting in the COVID-19 response
  • a foreign national whose entry into Australia would be in the national interest, supported by the Australian Government or a state or territory government authority
  • providing critical or specialist medical services, including air ambulance, medical evacuations and delivering critical medical supplies
  • a foreign national with critical skills or working in a critical sector in Australia
  • a foreign national sponsored by your employer to work in Australia in an occupation on the Priority Migration Skilled Occupation List (PMSOL)
  • military personnel, including those who form part of the Status of Forces Agreement, Commonwealth Armed Forces, Asia Pacific Forces and Status of Armed Forces Agreement
  • a person who resides on a vessel that seeks safe port at the closest appointed port for reprovisioning or safety reasons for a limited duration, supported by the relevant State or Territory government where safe haven is sought
  • a student who has been selected to take part in an International Student Arrivals Plan that has been approved by the relevant state or territory government, and endorsed by the Department of Education, Skills and Employment as satisfying the Protocols and Preconditions for International Student Arrivals.
  • a student in your final three years of study of a medical university degree, where you have evidence of a confirmed placement in an Australian hospital or medical practice. The placement must commence within the next two months, and provide medical services to the Australian public.
  • a student completing year 11 and 12, with endorsement from the Department of Education, Skills and Employment (DESE), and support from the relevant state or territory government health and education authorities.   • a student in your final two years of study of a dental, nursing or allied health profession university degree, where you have evidence of a confirmed placement in an Australian hospital or medical practice which begins within the next two months.
  • travelling for compassionate and compelling reasons.
  • a Prospective Marriage (subclass 300) visa holder in the following circumstances:
    • where the subclass 300 visa has been granted; and
    • the subclass 300 visa application was lodged at least 12 months before submitting a travel exemption request.

This means if you applied for a subclass 300 visa on or before 18 August 2020, and you have now been granted your subclass 300 visa; you are eligible for an inwards travel exemption on 18 August 2021.

 

What is the Priority Migration Skilled Occupation List?

​​​​​​​The Priority Migration Skilled Occupation List (PMSOL) identifies 44 ​occupations which fill critical skills needs to support Australia’s economic recovery from COVID-19. The list is based on expert advice from the National Skills Commission and consultation with Commonwealth departments.

Employer sponsored nomination and visa applications with an occupation on the PMSOL will be given priority processing. All other skilled occupation lists will remain active, but the PMSOL occupations will take priority.

The list is temporary and priority occupations may change as Australia recovers from the pandemic. The Government and the ​National Skills Commission will continue to monitor the impact of COVID-19 on the Australian labour market and assess Australia’s skills needs as they evolve and new sources of data emerge.

What are the recent changes to the PMSOL?

27 July 2021 – The three occupations of Hospital Pharmacist (251511), Industrial Pharmacist (251512) and Retail Pharmacist (251513) have been added to the PMSOL, see media release Supporting Australia's COVID-19 vaccine rollout through skilled migration

22 June 2021 – Based on data from the National Skills Commission and feedback from stakeholders, 22 occupations have been ​added to the PMSOL, see media release Supporting Australia's COVID recovery through Skilled Migration​​

11 May 2021 – The occupation of Veterinarian (234711) has been added to the PMSOL, see media release More support for the Australian tourism and hospitality sector

27 November 2020 – Based on advice from the National Skills Commission, the occupation of Social Worker (272511) has been added to the PMSOL

Priority processing of nomination and visa applications for PMSOL occupations applies to these employer sponsored visa subclasses:

  • Temporary Skill Shortage (TSS) visa (subclass 482)
  • Skilled Employer Sponsored Regional (Provisional) visa (subclass 494)
  • Employer Nomination Scheme (ENS) visa (subclass 186)
  • Regional Sponsored Migration Scheme (RSMS) visa (subclass 187)
